The features noted for these programs are only in scope of making a Gif. The homepage links to these programs have been added to allow ease in looking up the other features within each program.
Greenshot and Photoscape are the key two programs for making gifs like the ones displayed within this website. The rest of the programs are optional but I find them to be very helpful in editing a gif.

Greenshot (opensource)
This open source program allows the screen capture of multiple clips. Plus, by pressing and holding the shift and print screen, the program will take many shots of the exact same area that was chosen by the first screen shot. It's actually filming off your desk top and saving the files into a folder that you specify.

Photoscape (freeware)
Photoscape allows one to edit together the frames into one animated gif. It can save up to around 22mb. It is pushing it with this little program but I think most gifs will average around 5 to 10 mb. Select the subprogram "AniGif" within Photoscapet to get started.

IrfanView (freeware)
This program, IrfanView, allows you to scroll through the frames at gif frame rate and quickly remove frames that are out of sync. Another nice feature it can also play back your gifs after Photoscape compiles them.

Duplicate Cleaner (freeware)
This program is nice in quickly removing duplicate frames after greenshot captures the scene. Just open the folder that contains the selected frames from greenshot and run the program and it will list out the duplicate frames. It has a "selection assistant" to quickly check off the frames you want deleted while keeping one original frame of each duplicate. It makes a gif file smaller if need be if limited to file upload size to a site like weebly's limited 5mb upload limit.
This program is powerful so back up your folder of frames. Plus, to use it outside of what is suggested here at your own discretion since its real purpose is to tidy up your pc of duplicate files as noted by the review at Cnet.com.

Gif Splitter (freeware)
This little program is powerful and simple at the same time. It comes in a zip file and it does not even to need to be installed to run. (Probably my favorite part.) One can use it to break up any gif file to open it and see the frames in it or edit an old gif with new or fewer frames.
Some of the larger gifs have over 4,000 frames and this little program can still handle it quite well.
